Get it in .308. All of the snipers I've run across in Iraq and Afghanistan use .308. If that doesn't tell you something other than the apparent ballistics, then go with something else. But the .308 is a time tested and established round. Go for that.
I don't think anyone's mentioned it yet, but I'd go with a .223 In all seriousness I think it would be the best caliber for what you've outlined in your original post. I have a .243 myself and love it, but that's because I am interested in sniping zombies at 800 yards. Good luck with whatever you choose though!

For target shooting at a few hundred yards there is really no point in getting a a 270 over a 223. If your requirements are diffrent then we might have a diffrent suggestion for you
My 700 is a 30-06. I think it's the right caliber for a couple of reasons, cost and power. The CMP sells -06 for low cost and an -06 has more poop than a 308. Bang for the buck, you can't beat a 30-06.
I will chime in with the recommendation for either a .243 or .260. They are enough but not too much and less vulnerable to runs on ammunition than .223 or .308.
How far out plinking? Will you get into longer ranges later? I like both rounds for their intended purpose. .223 cheaper, less recoil, a common bullet if you already stock or reload for your ar15. That said, I use the 308. The 308 is a very popular NATO round that is widely available. Good at longer ranges, easier to see the bullet holes in paper at a distance, can be used for hunting later, possibly more marketable should you want to sell it later. I like to stick to common calibers so once source of ammo can be used for multiple guns.
I'd suggest a .243 Winchester or a 7mm-08 Remington. Both would shoot the doors off the .223 at long range and both are very, very flexible if you reload. Both of these two calibers are "classic" and have been around for years and years. Either would be a great hunting rifle when the day comes for you to go hunting medium to smaller large game. I've got a .243 and a 30-06 Remington 700 and the .243 and 7mm-08 would slot nicely in the mid range powerful center fire rifles. The .30-06 would probably be a little too much for a first bolt action.
