If you purchase a firearm on line from an out of state FFL and have it shipped to an FFL locally is there sales tax involved?

No, you just pay the local FFL their transfer fee.

And if your receiving FFL is doing this...

Be sure to report him to the State DOR and then the BBB.

However - you may be at his mercy until you pony up and pay him. He does have your gun, after all.
