Saps are legal as far as I know. The laws regulating them seem to have been repealed. So, I'm guessing there'd be no problem w/sap gloves. The SAP question seems to come up every once in a while. See a couple of previous threads below:

Billy, Indiana has no statute against sap gloves. Understand that some Southern states do have such a statute thus if you go to a gun show with Southern gun dealers, e.g. the Indy 1500, you will hear that they are illegal as they are illegal in that dealer's state. As well you will see switchblades for sale at the Indy 1500 as they are legal in Tennessee or wherever the dealer is from.

Sap gloves are very old school. They were very popular with police in the 60s and 70s and very effective from the stories I heard in law enforcement.
The last sap I bought was listed on the price tag as a "bug killer" because the seller thought it was illegal in Indiana for the reason that Kirk wrote - it is illegal in his state so it must be in Indiana, too.
