How are they allowed to own a rifle that shoots something larger than .50?

By registering it as a destructive device, I would assume.

Did anyone else notice with the last shooter they kept telling him to "chamber the round slowly" or what? I know it's a prototype but what's the concern here: that the projectile will activate on contact with the breech?

JD Jones got a sporting use exception for the cartridge. I would guess the sporting use is hunting the unsuspecting at the local range by getting them to touch a round off on camera. This isn't nearly as entertaining as the videos of the 577 T-Rex though.
