Mayor Jim Brainard of Carmel used the expression "underutilized land" while discussing a 400 apartment development on the old Standard Locknut property. (The old Party Time Rental). He also stated that it would be a "public-private" development. This occurred after the Carmel Redevelopment Commission overbid a private buyer to obtain control of the land.
