    It doesn't. That's kinda the point. Prior to the change, criminals wouldn't receive a felony charge if the amount of merchandise was less than $450. They decided that was too hard on the criminals, so they raised the amount of "free stuff" they could steal to $950 before they would do anything about it. So, need that $900 flat screen tv? Cool! Just walk in, pick it up and carry it out. It's basically free for the taking since you won't be arrested, nor prosecuted for it.
