I couldn't figure out how warships that supposedly could track dozens of high speed targets couldn't manage to avoid hitting ships the size of football stadiums going 10MPH.

I was extremely curious about how the Fitzgerald, an Arleigh Burke destroyer. could be rammed by a cargo ship in calm clear (although congested) conditions. I read the incident report. Although not a military guy I was more than surprised at the failings in staffing, training, maintenance and command that are in that report. Problems like that are systemic so the terminations up the chain-of-command seemed understandable. As a blue water sailer I will say in blue water one will be on the vhf at 20 miles. At ten one will be paying attention to both headings.Yeah, but in a car, there aren't multiple lookouts and a radar system that tells you from 30 miles away that there is a giant lumbering ship on a course that will bring it close to you.

But the OOD controls the ships personnel.
