Who'should the "go to" person for website design. I'm looking to find someone who can help me out with mine.

Does your site exist already? There are so many templates out there that are very customizable with no knowledge of HTML or scripting languages. We purchased a template and edited it from there using software from the host company.

I'm not looking to get into e-commerce. I'd just like a professional looking web page. I've contacted 3 different web companies around Bloomington and no one will respond back.

i think we paid maybe $300 or so for the template and just changed a few things.

Look at some web hosting companies and search through their templates. You may find something that fits your need

bloomington... Did you use the word "gun" in your contact?

Web design companies think their time is worth a LOT of money.

I have a friend who does web design. If you PM me the details about what kind of website and some contact info, I could pass it along. He's close to your area (Nashville area). I'm not sure what he charges, but the stuff I've seen from him is good (at least IMO). I can get him to send you some links to stuff he's done.
