What ammo belt is this?

I don't do web gear or WWI/WWII accessories. What do I have here? Is this a 1903 cartridge belt or 1910? It says Patented "Mills" July 16 '07 then May 18 '15. Then the little pouch says "Powers 18-18".Anyway to tell if its a reproduction or original?

Looks like a pre WW1 Mills Cartridge Belt.
