Wow, Ok so this was not a crazy American Military Idea, this was a crazy world wide idea... In all honesty I can fully understand it. I really see how this would be a good Idea with the Spencer, that thing is not the easiest to load. So I can see why you would want a full magazine keep in reserve for that special moment in the battle.
