    There are going to be a ton of legal challenges to this!!! I don't see how they can enforce everything they are saying. Where is the man power to do that?

    School hours restrictions will be easy to enforce (legally, practically may be another matter) under the guise of truancy. Even the evening restrictions can be umbrellaed under curfew laws. I don't think those will have a problem passing legal muster. For unaccompanied minors.

    For minors accompanied by an adult, the restrictions on attire, and the searches will probably land them in hot water.

    Some California communities have strict truancy laws. Homeschoolers are frequently the target of harassment by LE in those communities because of it. If they want to do it, it'll be done.

    The how was a practical question. That is going to take a lot of man power to accomplish.

    Well, it's a non-starter to sue the city for false arrest as it is bankrupt and has no money, or insurance policy.

    I'd guess all this will blow over and be forgotten in a day or two. It is just the mayor grandstanding for headlines to make it appear that he is doing something.

    In East St. Louis, you can be arrested on sight for:


    • Being a minor observed in public past 10:00 pm, 7 days a week.
    • Being a minor observed in public during school hours.
    • Loitering anywhere.
    • Wearing royal blue or bright red in public.
    Also, there will be random ID checks on the street corners, and warrantless searches on pedestrians, bicyclists, and vehicles for guns. The National Guard may also be called to police citizens.

    Apparently a town experiencing 4 murders is enough to void the civil liberties of the entire population. Just wait, folks.


    Virtual House Arrest Ordered for Minors in East St. Louis
    Asked about Constitutional concerns, and the need for probable cause, Parks says the recent wave of crime is the probable cause and justifies the extreme new measures.

    “Vehicles that are moving will be stopped and searched for guns, weapons, drugs, and open alcohol and any other violations that are taking place,” Parks later told KMOX’s Mark Reardon. “People who are walking, people who are bicycling, can be stopped and searched for the same and, when it comes to state IDs, we’re going to be confirming that state IDs are in place for everyone involved.”

    Sounds reasonable to me. East St. Louis stands alone in having no redeeming attributes or people that anyone in authority cares about p*****g off. Even Detroit under the reign of Mayor MFIC would have a difficult time with this, but everyone with any influence in the area is on the other side of the river and the state government of the DPRIllinois is not the least bit likely to jump in on the side of constitutional liberty.

    After this test passed with minimal resistance by virtue of the absence of any pretty people in the picture, then it will become 'accepted standard' much like the only SCOTUS challenge to the 1934 National Firearms Act involved an itinerant moonshiner charged in absentia with possession of an unregistered/untaxed short-barreled shotgun. Of course, even with a FD Roosevelt-packed court, the feds would have had an uphill battle had the other side been present, represented, or any argument made against the .gov position. Using East St. Louis as a test case will likely yield similar results.
