The more I think about this, the worse it sounds when it is called a "compound."
Why not call it a private neighborhood or a private country club with shooting facilities? Many country clubs have multiple sporting activities available to residents/members. Most have fences around them. So have a country club with clubhouse that serves meals, group swimming pool, tennis courts, and oh, yea that 1000 yard range, multiple pistol alleys, and trap & skeet fields.
Lots could be about 1 to 2 acres each, which is way too small for shooting unless the land is hilly enough for backstops, but 1 to 2 acres makes the lots large enough for well & septic so the cost to bring in municipal water & sewer is eliminated . . . it also eliminates the hold of the nearest town over your water supply. The shooting ranges could be "open to the public" on some days during the month to draw in some income to support the project. Trap events could be held the 1st and 3rd Wednesday nights of each month, and be open to the public, with a small fee attached. The clubhouse could serve food on the days/evenings when the place is open to the public.
And of course if the SHTF at any point in the area surrounding the country club then the members could simply revert to a "closed club" policy and bar the public from entering.

First, place it adjacent to the county line (or state line) so that at least 1 border of the property abuts the next county, those people across the county line have minimal input into the zoning on your side of the county line! Second thing is to face the shooting toward said county. Third thing is to try to get enough property so that issues are minimized. Fourth thing is to make sure the property is in an unincorporated area and when it is approved by the county they understand it is a country club for multiple sports, including shooting.
