Because a solar still would probably the least expensive way to distill it, but on that scale it would be incredibly impractical. Then you've still got the problem of pumping it hundreds or even thousands of feet uphill. The worst of the drought is in the farm country, and frankly, with their water policies and the distance they are moving that water, they will always have problems. Our methods of farming aren't any smarter, it's just that we've got the rainfall to compensate for it.
