Obama didn't arrange or sign the contract for these aircraft on behalf of the Kenyan government, his administration simply gave its approval for the sale to proceed.
If the Kenyan government wanted IOMAX to place a competitive bid, they'd have presented them with a RFP.
Besides, despite L3 being a YUGE defense contractor with a long history of converting COTS airframes into special missions aircraft...the AT-802U is an Air Tractor product (made in Texas) whereas IOMAX takes a Thrush 710 (made in Georgia) and converts it into their 'Archangel' airframe (in North Carolina).
This is 100% why congressional reps from Georgia and North Carolina are butthurt.
