They are doing what they do best... nothing effectively.
Numbers show that since 2002 Heroin exports from Afghanistan are up 80%.
Add this to the long list of failures the DEA has under it's belt.
The question is legitimate. Another question would be how can such an extra Constitutional agency even exist in a Constitutional Republic?

If a mexican official showed up at my door to arrest me because I broke an arms law of Mexico I would fight with force. I would imagine the people of a-stan are the same way about non existent drug laws in their own country and a foreign power enforcing.
