      My vote is for 270 Winchester. My experience has been that you can still find ammo for it even when all else is sold out (assuming you do not reload)

      I think you could find a used 870 or used mossberg with a slug barrel for under $250. It would be longer than 18.5 inches and long enough so you do not have to worry about if it is illegal.
