You're supposed to shoot it annually to maintain qualified status, and you can go qual pretty much anytime a recruit class isn't out there. It's a pretty short qual course for off duty/backup guns though. Plain clothes can carry any qualified gun on duty, so I could go back to carrying it if I like. Or my Sig.

Assuming they have friends, and actually shoot. People who live in areas where laws like this occur don't talk to neighbors and don't shoot guns for fun. They just assume it will be there and work when they need it.

That's an awfully broad brush. Every one of the big blue states has large rural areas. I'm not sure how you think that no one there shoots for fun.

We clearly don't have very smart leadership, maybe big computer money could improve on them with similar cybernetics. I know that 6 million dollars would be rookie numbers for today's sophisticated leadership thief, but things have probably gotten better since the 70s.
