Im not certain that the rule book matters anymore
The dnroi rulings are way . more important and harder to find.

Took the class at Wayne County Raccoon Hunters in Romulus, MI this past weekend. I was surprised to see 35 students there. Went pretty well. Definitely glad I had already been doing the work for months now and have a mentor in the sport. It made things easier.

Did he talk about what is considered in the box and what is out of the box?

Yes. IIRC that is one of the subjects that we went over the rulebook definition of, and then the host got involved and the discussion ended up being pretty convoluted. RO interference was another one like that.

I don't know why he's still making an issue on this, if it really is, then maybe this is his way of recruiting minds to contact NROI and make a clear definition of this in the rule book. Hell, the start position is still making experienced ROs confused.

    RO interference.

From experience...there are people out there that will try to run into you. Especially if their run is less than stellar.

I was told by an RO from Michigan at the Area 5 Steel Challenge match that he was now teaching it correctly. I hope that is true. I was looking for confirmation here.
